Our services

Energy bill payment help (HEAP)

The Home Energy Assistance Program provides a one-time payment each program year toward your home energy bill. The amount depends on income, household size and available funding.

  • Gas and electric, including sub-metered units
  • Propane, kerosene and fuel oil
  • Utilities included in rent
  • Emergency help for households facing shut-off

PG&E CARE discount

California Alternate Rates for Energy gives eligible low-income households a 20% discount on every PG&E bill, valid for two years. Residents of sub-metered buildings can qualify too.

Free home weatherization

Our trained technicians find where your home loses energy and install measures that lower costs and improve safety and comfort. Available to HEAP applicants, both renters and homeowners. Landlords are not charged.

  • Heating and gas appliance safety inspection
  • On-site energy loss assessment
  • Installation by our in-house crew
  • Final quality and safety inspection
  • Qualifying refrigerators may be replaced

Heating and cooling repair or replacement (HCS)

For homes with no working heat source, a system that cannot be repaired, or heat that is unsafe for the resident, such as wood heat for an elderly or disabled person.

Severe weather help (S.W.E.A.T.S.)

The Severe Weather Energy Assistance and Transportation Services program helps income-qualified households affected by fires, floods, earthquakes or power outages, with up to 5 nights of housing, sleeping bags and utility assistance.

How to apply for HEAP

Get an application

Apply online, download a form below, or call 1-800-233-4480 with your name, mailing address and phone number. We mail or fax applications within 2 to 3 business days.

Gather your documents

  • Your current energy bill, dated within the last 30 days
  • Income documents for every household member for the last 30 days
  • Information about everyone in your household

Receive Social Security? You can print proof of SSA or SSI income from your my Social Security account.

Send it in

Complete and sign the application, then return it with your documents by mail, fax or online. Interested in weatherization or heating repair? Say so when you call so we send the right forms.

Frequently asked questions

Is North Coast Energy Services part of PG&E?

No. NCES is a local nonprofit serving low-income residents of Lake, Mendocino, Napa, Solano, Sonoma and Yolo counties. We help with PG&E bills and explain PG&E programs such as CARE, Medical Baseline and the Balanced Payment Plan, but we are not affiliated with PG&E.

How do I know if I qualify for HEAP?

Your total monthly household income must fall within the income guidelines for your household size, listed in the HEAP application packet. You also need a current energy bill showing at least 22 days of service.

Does the energy bill need to be in my name?

No. Anyone 18 or older who lives in the home full time may apply. The service address on the bill must be the address where you live.

What kinds of energy bills do you help with?
  • Gas and electric. Include a copy of your most recent PG&E bill. If your unit is sub-metered, include your most recent monthly rent receipt.
  • Propane, kerosene or fuel oil. You need an established account with a fuel company. Include your most recent invoice.
  • Utilities included in rent. We accept a letter from your landlord or property manager stating how much of your rent goes toward energy. Call us for a simple form they can fill out.
How often can I apply?

HEAP provides one benefit payment per program year. The amount is based on household size and income.

Can I apply if I am already on CARE or received help from REACH?

Yes. Enrollment in CARE or help from programs such as REACH does not prevent you from applying for HEAP.

Can renters get free weatherization?

Yes. Owners and renters may apply. Renters need both the tenant and the property owner to sign the weatherization service agreement. Owners are not charged for services provided to their tenants.

Do you replace refrigerators?

Refrigerators may qualify for replacement through the weatherization program. Call 1-800-233-4480 for details.

Do you help with deposits?

State guidelines require HEAP funds to pay for current energy use. If you face a shut-off because of an unpaid deposit, call 1-800-233-4480 to talk through your options.

Can you help with a balance on a closed PG&E account?

No. State guidelines only allow HEAP funds to be used for current energy costs.

NCES was incorporated in 1981 as a subsidiary of North Coast Opportunities, the local Community Action Agency, and has been an independent nonprofit since 1983.
